Protección radiológica y gestión de residuos NORM en la industria del petróleo y el gas

resumen: Durante los procesos de extracción de petróleo y gas, se acumulan materiales radiactivos de origen natural (NORM) en las instalaciones de exploración y producción. Estos NORM pueden incrementar significativamente las exposiciones a las radiaciones ionizantes, y en consecuencia, se deben gestionar de forma que no impliquen un deterioro para la salud de las personas y del medioam- biente. Para ello, se están desarrollando en todo el mundo plantas para gestionar residuos NORM, en las que la Protección Radiológica (PR) juega un papel muy relevante durante todas sus fases, incluyendo el diseño, construcción, operación y desmantelamiento. En este artículo, se describen los aspectos más relevantes relacionados con la PR en una planta NORM, destacando las singularidades de este tipo de instalaciones.
ABstrAct: During oil and gas extraction processes, Naturally Occurring Radioactive Materials (NORM) are accumulated in exploration and production facilities. These NORM can give rise to significantly enhanced exposures to ionizing radiation, and thus, they need to be managed in such a way that they do not harm human health and the environment. For this reason, some facilities have been recently developed worldwide to manage NORM wastes, where Radiation Protection (RP) plays a relevant role during all their phases, including design, construction, operation and decommissioning. In this article, most relevant aspects related with RP in a NORM plant are described, highlighting the singularities of this type of installations.

Algunas actividades industriales pueden incrementar las concentraciones de NORM o producir una redistribución de los radionucleidos del material, incrementando el riesgo de exposición a las radiaciones ionizantes en comparación con la situación inal- terada.
Los yacimientos de petróleo y gas contienen radionu- cleidos de origen natural que, como consecuencia de los procesos de extracción, pueden hacer incrementar las con- centraciones de éstos en los fluidos de los pozos y formar, por consiguiente, depósitos de NORM en las instalaciones de Exploración y Producción (E&P). La gestión de los sistemas y equipos que contienen residuos NORM debe realizarse de forma que no implique un riesgo para la salud de las personas y del medioambiente. Por esta razón, se están desarrollando
a nivel internacional algunas plantas para manejar, tratar y desechar residuos NORM.

Sin embargo, las exposiciones en las plantas de tratamiento de NORM se consideran como planificadas. Esto conlleva que dichas instalaciones deben cumplir requisitos regulatorios y cumplir con los principios básicos en materia de Protección Radiológica (PR) de justifi- cación, optimización y limitación de las dosis. Con el objeti- vo de alcanzar un nivel óptimo de protección en estas insta- laciones, los principios de PR deben aplicarse durante todas las fases, incluyendo el diseño, construcción, operación y desmantelamiento.
En este sentido, Tecnatom ha participado en el diseño de ingeniería de una planta de tratamiento de residuos NORM provenientes del sector del petróleo y gas que se está cons- truyendo en Oriente Medio, proporcionado asesoramiento específico en temas de PR que comprenden todas las fases de la instalación. En este trabajo, se describen los aspectos principales relacionados con la PR en esta planta NORM, basados en la experiencia adquirida por Tecnatom y ponien- do especial énfasis en la importancia que tiene la PR para la protección de los trabajadores, público y medioambiente.
